Eleanor Torres is the Managing Director of the Strategic Advocacy Bureau for the Port of Long Beach, California. She was appointed to head the new bureau in October 2023 by the Long Beach Board of Harbor Commissioners. Ms. Torres oversees the Government Relations and Communications and Community Relations divisions and is tasked with bringing together the functions and activities of government advocacy, communications and workforce development to help advance the Port’s multibillion-dollar capital improvement program and tell the story of one of North America’s busiest seaports within a strategic framework. Ms. Torres first joined the Port in 2019 as Government Relations Director after 12 years at the Orange County (Calif.) Water District, first as Legislative Affairs Liaison and then as Director of Public Affairs, overseeing legislative affairs, communications and community outreach. Earlier in her career, Ms. Torres worked for nearly 10 years for the California State Legislature, including serving as District Director to then-Assembly Majority Leader Dario Frommer. Ms. Torres holds a B.A. in Economics from Smith College in Massachusetts.
