Rob Holmlund is the Development Director for the Humboldt Bay Port Authority (also known as the Humboldt Bay Harbor, Recreation and Conservation District). Mr. Holmlund is overseeing the Port’s development of a 180-acre (73 hectare) heavy-lift marine terminal explicitly designed to serve as the US West Coast’s first floating offshore wind manufacturing and vertical assembly facility. He is also overseeing the permitting of the Nordic Aquafarms indoor recirculation aquaculture project. Mr. Holmlund’s professional background is in site development, urban planning, environmental permitting, economic development, and public engagement. Mr. Holmlund has over 12 years of experience in the private sector as a development/planning project manager and seven years of experience in the public sector. Prior to his time with the Port, he served as the Director of Community and Economic Development for the City of Eureka, CA. During his time in private consulting, he managed projects throughout the US West Coast and Guam, including regional multi-modal trail projects, affordable housing projects, and transportation projects for 78 Federally-recognized Tribal governments. Rob holds a Master’s in Education (University of Maryland E.S.), in which he specialized in how people learn and the brain science behind memory and learning. Rob also holds a Masters in Environment and Community (Humboldt State University), in which he evaluated the detrimental effects of mandated environmental regulatory compliance on Tribal cultures.
